Meet the Ipsos Team

Our team brings together senior experts in evaluation, project management and research with vulnerable groups. Together, they offer both the technical skills and the sensitivity needed to deliver these evaluations with integrity and care.

We are also partnering with TONIC, a specialist social research organisation with expertise in trauma-informed methods, and Hestia, a charity providing emotional support. Hestia will offer optional follow-up support calls for participants, helping ensure that engagement in the evaluation is as safe and supportive as possible.

Dr. Caroline Paskell

Project Director, Ipsos

With over 20 years’ experience leading large-scale evaluations for central government, Caroline will provide strategic leadership. She has overseen complex, multi-strand projects such as the Domestic Abuse Duty Evaluation and the Refugee Employability Programme.

Naomi Jones

Project Director & Qualitative Lead, Ipsos

Head of Qualitative Methods at Ipsos in the UK, Naomi brings extensive expertise in working with vulnerable groups and sits on Ipsos’ Ethics Group. Naomi will oversee this research with Caroline.

Rebecca Klahr

Quantitative Lead, Ipsos

A highly experienced survey specialist, Rebecca has designed and delivered large-scale quantitative studies for departments including DBT, HMRC and DWP.

Dr. Laura Hayward

Evaluation Lead, Ipsos

Laura brings 15 years’ experience in social research and evaluation and currently directs the GLO evaluation for DBT.

Ricky specialises in economic analysis, Value for Money assessment and Green Book business case evaluation

Naomi Williamson

Programme Advisor, Ipsos

Naomi, working with Jamie, is on hand to ensure strong programme delivery, contract management and performance monitoring.

Jamie and Naomi will work together to ensure strong programme delivery, contract management and performance monitoring.

Each of the redress scheme evaluations will have a dedicated project manager. They will be supported by deputy project managers and mixed-methods researchers with direct experience of relevant evaluations such as GLO, Domestic Abuse Duty, Channel and the Covid Inquiry.

Catherine Crick

Catherine will be the project manager for the Horizon Shortfall Redress Scheme research. She will be supported by deputy project managers and mixed-methods researchers with direct experience of relevant evaluations such as GLO, Domestic Abuse Duty, Channel and the Covid Inquiry.

Madeleine Thornton

Associate Director, Ipsos

Madeleine will project manage the Horizon Convictions Redress Scheme research. Madeleine will be supported by deputy project managers and mixed-methods researchers with direct experience of relevant evaluations such as GLO, Domestic Abuse Duty, Channel and the Covid Inquiry.

Ilya Cereso

Ilya will be project managing the Overturned Convictions Redress Scheme research. She will be supported by deputy project managers and mixed-methods researchers with direct experience of relevant evaluations such as GLO, Domestic Abuse Duty, Channel and the Covid Inquiry.

Haley Jones

Research Manager, Ipsos

Haley will be the expert project manager for the Lived Experience Panel and will also work on the Horizon Convictions Redress Scheme research. Haley will be supported by deputy project managers and mixed-methods researchers with direct experience of relevant evaluations such as GLO, Domestic Abuse Duty, Channel and the Covid Inquiry.

Sally Mouland
